Our Journey

The Path of Marie Y. Ingol

Foundational Years: U.S. Navy Service (1992-1997)

Marie Y. Ingol’s journey began in the U.S. Navy as a Security Police Officer , where she served for five impactful years across various locations, including Argentia, Newfoundland, Antigua, West Indies, Guantanamo Bay, Cuba , and London, England. These formative experiences instilled in her essential values of discipline, integrity, and service, laying a strong foundation for her future career in federal law enforcement.

Federal Career Begins: General Services Administration (GSA) (2002)

In 2002, Marie joined the General Services Administration (GSA) as a Federal Agent in the Office of Inspector General (OIG) . In this role, she took on the significant responsibility of leading complex civil, criminal, and administrative investigations, resulting in over $155 million in monetary recoveries for American taxpayers. Her ability to navigate intricate legal landscapes set her apart as a trusted leader in her field.

Trailblazer: First AIGI at GAO (2012)

Marie made history in 2012 when she became the first Assistant Inspector General for Investigations (AIGI) at the Government Accountability Office (GAO) Office of Inspector General (OIG). Here, she established the Office of Investigations, where her leadership and vision in creating robust investigative policies and protocols set a new standard for the agency’s operations and significantly enhanced its effectiveness.

Leadership Role: Director of Investigations Operations (2016)

In 2016, after a brief tenure at the U.S. Postal Service OIG , Marie returned to the GSA OIG as the first female Federal Agent to assume the role of Director of Investigations Operations. In this pivotal position, she oversaw crucial areas such as Policy and Compliance, Civil and Internal Investigations, and Operational Support, directing initiatives to ensure compliance with federal regulations and managing complex investigative strategies that advanced the mission of the GSA OIG.

Innovative Initiatives: Key Contributions

Throughout her career, Marie has been at the forefront of numerous innovative initiatives. As a key member of the GSA OIG’s DEIA Council , she led the creation of the inaugural leadership development program, fostering an inclusive culture. Her leadership extended to implementing a nationwide Body Worn Camera initiative and modernizing the Undercover Program, enhancing support for undercover agents. Additionally, she reshaped the Whistleblower Retaliation program and overhauled the pre-employment screening process to improve efficiency, reflecting her unwavering commitment to innovation, accountability, and inclusivity.

Foundational Years: U.S. Marine Corps Service

Lester L. Ingol serves as the Chief Operating Officer of Blue Line Global, LLC, where he is responsible for the strategic and operational execution of the firm’s mission. In this capacity, he oversees daily operations, drives organizational performance, ensures operational alignment with the firm’s growth objectives, and cultivates high-performing teams across all service lines. His leadership reflects a disciplined, results-oriented approach grounded in decades of public sector expertise and mission-focused execution.

Prior to joining Blue Line Global, Mr. Ingol served as the Assistant Administrator for the Office of Business Management (OBM) within the Federal Emergency Management Agency’s (FEMA) Resilience. In this executive role, he led a complex portfolio spanning budget and financial management, human capital operations, procurement and logistics, workforce development, asset oversight, and continuity readiness. He provided executive stewardship of Resilience’s $9+ billion annual budget, leading the organization through the full Planning, Programming, Budgeting, and Execution (PPBE) cycle including resource allocation strategy, the President’s Budget Request, and coordination with Congressional appropriations committees.

Mr. Ingol also served as FEMA’s Acting Chief Security Officer from January to August 2023, where he was responsible for the enterprise security strategy and implementation. His responsibilities included securing classified programs, protecting critical infrastructure, developing agency-wide security policy, and ensuring compliance with national and departmental standards.

Earlier in his FEMA career, he served as Deputy Head of the Contracting Activity within the Office of the Chief Procurement Officer, providing oversight for a $3.76 billion acquisition portfolio and nearly 10,000 procurement transactions annually. He was instrumental in shaping acquisition policy, driving operational efficiency, and ensuring compliance and accountability across FEMA’s procurement ecosystem. Mr. Ingol’s leadership has been pivotal during times of national crisis. He held key roles in FEMA’s National Response Coordination Center (NRCC), where he served as Resource Support Section Chief during the response to Hurricanes Harvey, Irma, and Maria. He also led the acquisition support operations for major national disasters, including Superstorm Sandy, the COVID-19 pandemic, and Hurricanes Michael, Matthew, Laura, and Ida.

His federal service began in the United States Marine Corps, where he served for 10 years with distinction. He later transitioned into federal acquisition as a Contracting Officer with the U.S. Army, where he played a key role in contracting for linguistic services supporting Operation Iraqi Freedom, Operation Enduring Freedom, and related training programs. His contributions were recognized with the Army Civilian Commendation Medal.

Mr. Ingol holds a Master of Arts in Management and Leadership from Webster University George Herbert Walker School of Business and Technology, and a Bachelor of Science in Management from Park University. He is a Senior Executive Fellow and has completed the Senior Managers in Government program at Harvard University’s John F. Kennedy School of Government, and an alumnus of The Brookings Institution Executive Leadership Program.

Federal Acquisition Career: U.S. Army

After his Marine Corps service, Lester transitioned to federal acquisition as a Contracting Officer with the U.S. Army. He managed contracting for linguistic support in major operations including Iraqi Freedom and Enduring Freedom, earning recognition with the Army Civilian Commendation Medal.

FEMA Leadership Roles

Lester’s pivotal contributions continued at FEMA, where he held several senior positions. As Assistant Administrator for the Office of Business Management within FEMA Resilience, he managed a $10 billion annual budget and oversaw strategic operations, workforce development, procurement, and asset readiness. He also served as Acting Chief Security Officer, directing FEMA’s security policy, critical infrastructure protection, and national compliance standards. As Deputy Head of Contracting Activity, Lester managed a $3.76 billion acquisition portfolio and nearly 10,000 procurement transactions annually, effectively shaping acquisition policy and operational efficiency.

National Crisis Response

Throughout major disasters such as Hurricanes Harvey, Irma, Maria, Superstorm Sandy, the COVID-19 pandemic, and others, Lester served in key leadership positions, including Resource Support Section Chief for FEMA’s National Response Coordination Center, orchestrating resource support and acquisition logistics during times of crisis.
